Stephen G.N. Fraser, S.C. is Head of Chambers and a co-founder of Fraser & Housty. Admitted to practise in Guyana in 1985 and elevated to Senior Counsel with effect from 1 January 2019, he brings more than four decades of experience to complex commercial, financial and public-law matters.
Stephen’s practice spans banking and finance, securities and capital markets, mergers and acquisitions, corporate restructuring, taxation, insolvency and receivership, regulatory compliance, and high-value commercial litigation. He regularly advises banks, public companies, investors and regulators on debt and equity financings, stock-exchange transactions, takeover regulation, corporate governance, secured transactions and cross-border investments. His work also extends to constitutional and administrative law, employment and industrial relations, telecommunications, energy, maritime matters and major real-estate developments. He is particularly experienced where commercial urgency, regulatory approvals and litigation risk must be managed at the same time.
In addition to Guyana, Stephen is admitted to practise in Dominica, Saint Lucia, Saint Vincent and the Grenadines, and Grenada. His advocacy experience extends across the High Courts and appellate courts of Guyana and the Eastern Caribbean, the Caribbean Court of Justice and the Judicial Committee of the Privy Council. He has also served as receiver-manager of several companies and as a company director and legal adviser to corporate and institutional clients.
Stephen holds an LL.B. (Honours) from the University of the West Indies and a Legal Education Certificate from Norman Manley Law School. From 1989 to 2003, he lectured at the University of Guyana in Contract, Tort, Constitutional Law, and Legal Research and Writing. He is recognised by Chambers Global as a leading lawyer in Guyana for General Business Law.
